[TYPO3-core] RFC: #11019: User Setup Rewrite #4

Hi,

i would like to bring this to an end. I reformatted last changes from 
Rupi so the patch applies clean.

All is working fine now and we are at final stage of this patch. if i 
count Rupi's change as +1 patch would be ready for commit, but i would 
like to have a formal written vote, thx.
