[TYPO3-core] RFC #11206: Cleanup: Clean up t3lib_extmgm_testcase

Problem:
Currently, this testcase has one test that checks a few different things
(and one redundant check).

Solution:
Remove the redundant test (checking the case of an installed extension),
split the two things to check in two tests, and move tearDown to
directly after setUp.
