Hi,

this is a SVN patch request.

Problems:
Although we once decided to switch to XHTML 1.0 Transitional, there are
some errors with "form" tags.
* method attribute is uppercase

Solution:
Change the method attribute to lowercase

Notes:
I consider this a no-brainer, as it does not change any functionality,
only proper markup. Please object if you don't agree, otherwise this
patch will be committed after 24 hours.

Although this patch consists of files thoughout the core, I decided not
to split them up, as a result of some discussions about splitting the
RFC and bug report. However, to revert a part of the patch easily, the
files will be committed separately (sysext will be done at once if it
contains multiple files in this patch)
