[TYPO3-core] RFC: #11117: Update extJs to 3.0 RC1

Hi,

this is a SVN patch request.

since May 4th RC1 of version 3 is released, so update included extJs library

Creating a diff it has 3,5MB which is too big to include in BT or here, 
so i attached the needed change for template.php only.
This is needed as all language files now shipped as minified having -min 
in filename (the un-minified are found in download package in the source 
folder).

Some announced that ExtCore isn't included in the package which is 
wrong, it's still in.

Beside some new features and new widgets also the low level functions 
are enhanced, also CSS and HTML markup. As being a big fan of ExtJs i 
can tell you that it becomes better and better and we can benefit a lot 
of this library.
