[TYPO3-core] RFC #10639: Integration of mass file uploader

Hi,

i wanted to review also but now the patch is ready for commit, so go ahead!

Just for addition i would like to introduce a TCA config in a second 
step to add it to normal TCEFORMS to allow using it for eg image fields.

Secondly there is a small problem: the JS files are loaded all the time 
even if a user disabled the mass file uploader, but i don't see an easy 
solution yet without reload complete BE.
