[TYPO3-core] RFC #8231: DBAL's bug admin_get_charsets() on a non-object

This is a SVN patch request.

Problem:
When configuring TYPO3 to work with DBAL, the install tool dies with

Fatal error: Call to a member function admin_get_charsets() on a non-object

Solution:
Use patch to test whether the method exists and return an empty array 
otherwise.

I discussed my debugging steps in typo3.english today when trying to 
install TYPO3 with an Oracle database.
