[TYPO3-core] RFC #7501: Remove Static-Templates from standard installation

as this one is over a year old it probably was just forgotten. I made a
new patch against the current trunk based on the old patch so this can
be tested and the static templates can finally be moved out of the core.

(The patch is compressed as it is still too big to be appended here
without compression).
