[TYPO3-core] RFC: Bug #6039: TCA group -> file absolute path without uploadfolder (extended)

Hi,

as i'm highly interested in this patch and Ingmar, Benni and Dmitry also 
wrote about their interest, i took the last patch and modified to fit 
for trunk. i didn't changed code, only format to CGL, so now the 
possibility for apply and check it out.

As there are already some votes, i will test and review the code now, 
feel free to do the same.

Main point of the patch is a new TCA type "file_reference" which behave 
same as file, but doesn't copy the file to an uploadfolder, but store 
the patch to the file relative to PATH_site.
This is very interesting for big files like multimedia, videos etc.
