[TYPO3-core] RFC: #10025: ImageMagick generates larger than necessary files

I tried this, and actually it works pretty well. However, the Install
Tool runs some weird commands to detect if ImageMagick/GraphicsMagick is
present at all, and it fails now!

I identified the problem and have fixed it in the attached patch.
