Problem:
In some places of class.t3lib_extmgm.php there is a part of comment:
  * FOR USE IN ext_locallang.php FILES
but these functions are for use in ext_localconf.php files.

Solution:
Fix is obvious, replace ext_locallang.php with ext_localconf.php
