[TYPO3-core] RFC: #10773: TCA change for BE_USER

Hi,

This is SVN patch request.

Problem:
as discussed in #10642 Admin user doesn't need most of the fields in 
BE_USER. Admin is a super user that has full access.

So this patch
* move Admin-checkbox to first tab
* remove tabs for Admin as he has total access

The only change is that the field DB-mounts was added to option tab as 
this was requested by some users. If this should be done for File mounts 
do, please request.
