At first I thought so too, however, every time you want to display the 
information about the max upload size, you need to include the 
t3lib/class.t3lib_extfilefunc.php. This means, because I need it in 
file_list.php, in alt_file_navframe.php that I need to include it there 
all the time, just because of that.

Personally, it does not matter so much to me. Ideally, it should go in

"t3lib_div_file"

:) to split the div function for each area (file, array, string etc) as 
previously mentioned several times, however that would be a separate RFC 
(as usual ;-)).
