[TYPO3-core] RFC #9679: TYPO3 makes external URL wrong

I confirm that the problem still exists after testing in 4.2 and trunk. 
However the proposed patch solves only half the problem.

Say I'm logged in via domain B and enter the following external URL as a 
link: http://domainA/page1/page2/ in a page of domain B. The full URL is 
preserved in the link, but is now saved in the RTE as 
http://domainB/domainA/page1/page2/, or if I'm logged into domain A as 
http://domainA/domainA/page1/page2/. On every save a "http://domainX/" 
is prepended to the external URL.

Needs more investigation... I'll try to follow up on that.
