[TYPO3-core] RFC: #10596: Hook for Usersettings (sysext:setup)

Hi,

to make manipulation of userfields much simpler it is good to have the 
array _before_ it is compiled to table data.

This is done in the version2-patch by using the tab label as array key 
and compile the complete table after calling the hook.
