[TYPO3-core] RFC: #9581: clean up t3lib_exec

I reviewed the patch yesterday but dont figure out how i produce proper
patches with Netbeans, so i switch to eclipse.

Updates:

* some white-space stuff
* change the 3rd (boolean) parameter of trimExplode() from 1 to true
