[TYPO3-core] RFC #11373: Template-module "ts" uses hardcoded texts

OK so far.
But one question: Why did you remove the two standard setup texts?

If I e.g. have a website with german-speaking admins, they will expect 
german texts there too.
What are the problems these lines can make?
