[TYPO3-core] RFC: #11407: [Feature] Allow type="user" in user setup

Hi,

here is an update using t3lib_div::callUserFunction (identical to 
TCEFORMS but without prefix, as the user setup class is called)

I also changed the existing itemsProcFunc to same method.
