[TYPO3-core] RFC: #11368: ENABLE_INSTALL_TOOL file should be ignored if older than one hour

I like having it all the time on my development system, even if I don't 
really need it. When needed, I don't see the point of having to create 
it again and again. The warning on main page once logged is enough.
