absolutely correct. 
But that covers not only newly added required exts - the whole stragegy of
how and when extensions are loaded (escpecially in FE where speed counts
most) should be optimized.
This has to be done anyway, so for the current case of fluid and extbase I'd
say: If they are so mature that they are worth to be integrated in the core
(I didn't check this) then add them as required.
