[TYPO3-core] RFC #11363: Fluid and Extbase are not required extensions

Hey all,

this is a SVN patch request.

Description:
As with the CMS extension where the well-known pibase class lies in that 
almost all frontend plugins extend from the new MVC system should be 
required and be available at all time as well.

This allows us to safely use Extbase and Fluid in other places of the 
TYPO3 Core.
