[TYPO3-core] RFC #11356: Backend login news is not templateable

Hey all,

this is a SVN patch request.

Branches: trunk only

Problem:
For 4.3 there were some changes to the login screen to make it 
marker-based template-based (and can be modified by skins). However, it 
is currently not possible yet to modify the output of the login news.

Solution:
Move the HTML for rendering the news list and items in the 
templates/login.html file.
