[TYPO3-core] RFC #4270 displayCond for flexforms, that affects on row of element

Hi Tolleiv!

I'd like to see spaces after commas between parameters in function calls
and spaces around ? and : in ternary conditional operators and around
the concatenation dots.

Please also take care of removing trailing whitespaces especially at
empty lines. I've spotted one empty line with some tabs.

Besides that +1 from reading.
