[TYPO3-core] RFC: core list is used for non RFC related discussions

this is no SVN patch request.

Problem:
The core list is more and more abused to discuss non RFC related stuff. When
browsing through an RFC thread it is quite time consuming to read through
all these (partly irrelevant) information. 

Solution:
we have a lot of lists where all these things can be discussed. If you think
a certain RFC covers code/features/concepts that lead to a longer
discussion please start a thread in devlist, hci, projects-4.3.general,
bugtracker, xing, twitter, facebook... and link it here in the corelist.
