Just had a quick look on my Ubuntu installation.
- TYPO3 runs in /var/www/seminars/
- t3lib_div::getIndpEnv('TYPO3_DOCUMENT_ROOT') returns /var/www/
- so cache files will be written to /var/www/typo3temp/cache/ instead of
 /var/www/seminars/typo3temp/cache/

So I would consider this a cross-OS-issue.
