yes, this is the master plan. Could be done now by skin extension like this:

copy typo3/contrib/extjs/resources/css/xtheme-typo3be.css to skin dir 
(rename)
copy typo3/contrib/extjs/resources/images/typo3be to skin dir (rename)

define skin theme in $GLOBALS['TBE_STYLES']['extJS']['theme']

should be tested though
