[TYPO3-core] FYI: Fixed bug #11247: No labels in admin panel when editing a content element in the frontend

Problem:
When a content element is edited in the frontend on the same page, not
in a popup window, the labels of the admin panel are empty.

Solution:
Loading the locallang file has a faulty check that can be removed. The
locallang file will get loaded at the beginning of the method rendering
the whole admin panel.

Notes:
This bugfix is similar to the following change in SVN Trunk:
