[TYPO3-core] RFC: #11242: Feature: Clear User Session Data

There are many session data stored in BE_USER->uc like page tree status, 
module data etc. There is no way to reset this data except "reset to 
default", but this also resets the other user settings to default.

Now as we have a config-array containing the user settings, it's easy to 
differ user settings and session data.

This patch adds a button in user settings to clear the session data.
