This would be a change of functionality, as the two methods are 
returning different results, and t3lib_baseicfilefunc was never really used.
It is not used in the TYPO3 core anymore at all (and that since quite 
sime time), so this deprecationLog should be used to find out which 
extensions actually are using this old (and completely incomplete) 
method in basicFileFunc.
