[TYPO3-core] RFC #9818: Add <del> and <ins> to css styled content default allowed tags

Problem:
CSS styled content by default allows the strike HTML tag which is
deprecated because it's a physical element with a logical equivalent.
It does not allow the del tag (or the <ins> tag) by default.

Solution:
Change the default allowed tags, add del and ins.
