[TYPO3-core] RFC #11612: Feature - Add minify to PAGE.includeJS

Problem:
There is no way to minify the included JS files during the TYPO3 
rendering process.

Solution:
Add further option to configure the minify status on 
page.includeJS.common = fileadmin/templates/js/common.js
page.includeJS.common.minify = 1

The result is an minifyed tempfile.

Notes:
The patch take care of modified files based on the filetime.
