[TYPO3-core] RFC #11555: Feature: Scheduler

Hi Francois,

looks good so far, I've done a code review and did some corrections 
locally. I'd like to have them in as soon as you're back. Then I'm fine 
with adding the scheduler to 4.3

I also put a "few" issues into the tracker on forge, some should get 
resolved before adding the scheduler to 4.3 as they would cause API 
changes, others can be done later.
