[TYPO3-core] RFC #11430: Use $_SERVER['REQUEST_TIME'] instead of time() where it makes sense

Hi,

+1 by reading except CGL issues. It's good to change this in changed lines.

What i mostly see:
* missing spaces (eg $GLOBALS['EXEC_TIME']+$this->lifetime)
* if () {} in one line

I know it's kind of boring work to adjust, but it helps getting code to 
our CGL.

So if this is changed, it's ready for commit.
