[TYPO3-core] FYI24 Feature #11508: Integrate possibility to define lifetime of frontend session data

This is an SVN patch request that will be committed to SVN after 24
hours if nobody objects.

Problem:
Session data that is collected in frontend will currently be purged
after a hardocded lifetime of 24 hours.

Solution:
Integrate a new configuration property in $TYPO3_CONF_VARS
'sessionDataLifetime' to change this behaviour for specific requirements.
