[TYPO3-core] RFC: #11500: Order fe_groups in select fields alphabetically

Problem:
Lists of FE-Groups aren't sorted alphabetically in Backend. This is very 
annoying when having >10 groups.

Solution:
Add 'foreign_table_where' => 'ORDER BY fe_groups.title' to TCA definitions 
for
* Access field of tt_content
* Access field of pages
* Groups field of fe_users
