[TYPO3-core] RFC: #10282: Table definition in cache_treelist not compliant with MySQL 5.0 strict mode

Hi.

Problem:
The table cache_treelist in sysext cms was introduced in revision 3947.
The column treelist of type TEXT has a NOT NULL property which breaks
MySQL 5 strict mode compatibility.

Solution:
Removing the NOT NULL property fixes the issue.
