[TYPO3-core] FYI: Fixed bug #9905: htmlArea RTE: Table properties: Removing headers leaves an empty fieldset

FYI: The attached SVN patch was committed.

Problem:
Setting RTE.default.buttons.table.properties.removed = headers
removes the label and field for the headers from "Create table" and 
"Edit table properties" dialogues. But in "Edit table properties", it 
leaves an empty and therefore useless fieldset since the number of rows 
and columns is not shown there.

Solution:
Test condition and skip fieldset.
