[TYPO3-core] RFC: Bugfix #10204: PHP4 error due to "public static" keywords in t3lib_div::generateRandomBytes()

A new / updated package for 4.0.10 and 4.1.8 should be released very 
fast, since the current packages are not working on the desired 
requirements for 4.0 and 4.1
