[TYPO3-core] RFC: #10199: Show level links in IRRE only once if no related records, even if levelLinksPosition is set to 'both'

Problem:
Top and bottom level links in IRRE are shown one below the other if
there are no related records and TCA config
[appearance][levelLinksPosition] is set to 'both'. Duplicate items are
pretty senseless in this special case, one is enough (see attached
screenshot).

Solution:
Check if there are related records - if not, display the level links
only once.
