[TYPO3-core] FYI: Added feature #10195: htmlArea RTE: Enable the RTE in Opera 9.62+

FYI: The attached SVN patch was committed.

Problem:
Up until now, enabling the RTE in Opera (9.5+) was a configurable, 
experimental feature. With its version 9.62, Opera has fixed most of its 
bugs in editable content features.

Solution:
Enable the RTE in Opera 9.62+.
