[TYPO3-core] RFC: Bug #8882: drag & drop of section elements and IRRE records does not work if frame has to be scrolled

If worked perfectly for me on Typo3 4.2.3. But I had to apply the patch 
  8232_v4.diff first.

So I'd give it a +1 by reading and a +1 by testing.
