Problem:
In the Task-Center the links for the various modules (Quicknote, Recent
Pages, Actions, Messages, Tasks) are not shown correctly due to a
previous bugfix which hides empty Tabs.


Solution:
Now either "$def['icon']" or "$def['content']" can contain something, to
let the Tab get shown. Before only 'content' was checked.
Also renamed "isNotEmpty" variable to "isEmpty" and changed all
occurences - this is to remove double negotiation like "!$isNotEmpty"
