[TYPO3-core] FYI: Fixed bug #10140: htmlArea RTE: Text alignment of td's and th's in out-of-the-box installation

FYI: The attached SVN patch was committed.

Problem:
In EXT:rtehtmlarea/res/contentcss/default.css, the selectors to align 
text in table cells (th and td) are missing. Therefore, in an 
out-of-the-box installation, hitting the alignment buttons shows no 
visual effect on td's and th's.

Solution:
Add the missing selectors.
