[TYPO3-core] FYI: Added feature #10138: htmlArea RTE: add Clear RTE cache option to BE Clear cache menu

Problem:
When applying and testing patches on htmlArea RTE or when updating the 
RTE from SVN, it is usually necessary to clear directory 
typo3temp/rtehtmlarea in which minified RTE scripts are cached.

Solution:
Add a Clear RTE cache option to the BE Clear cache menu. The option is 
always enabled when the user is Admin. The option may also be enabled 
for a specific BE user/usergroup with User TSConfig:
options.clearCache.clearRTECache = 1

Note:
This feature renders extension Clear RTE Cache (key: clear_rte_cache), 
currently on TER, obsolete for use with trunk revision 4715+.
