[TYPO3-core] FYI: #10084: Hardcoded "Toggle All" and " Add New" in section

Hi,

BT reference: http://bugs.typo3.org/view.php?id=10084

This patch localize "Toggle All", "Add new" and "New" in 
TCEforms/sections. I will commit that in some hours to trunk.

Additional it adds some pixel space to the "Taggle All"-link.

Shall i commit that to 4_2 and 4_1 too?
