[TYPO3-core] RFC: #10333: Configurable Subcategories for ext_conf_template.txt

Question/suggestion:
I am trying to use a hardcoded sub category name, instead of a language
file (bad me):
# customsubcat=RTE=RTE Configuration

However, its showing up in EM as "Others"
Am I doing something wrong, or is an oversight?

Other than that, this needs documentation, so that developers are aware
of the feature.
