[TYPO3-core] FYI: Fixed bug #10532: htmlArea RTE: language code in lang attribute should be lower case

FYI: The attached SVN patch was committed.

Problem:
The language feature sets upper case value for lang attribute.

The value of lang attribute should be of the form cc or cc-CC, where cc 
is a lower case alpha-2 language code and CC an upper case alpha-2 
country code.

Solution:
Set language code to lower case.
