[TYPO3-core] FYI: Fixed bug #10525: htmlArea RTE: Language feature always requires Static Info Tables

FYI: The attached SVN patch was committed.

Problem:
The language marking drop-down requires Static Info Tables. However, if 
Static Info Tables is not loaded, the RTE should silently remove the 
language drop-down from the toolbar and avoid any reference to Static 
Info Tables.

Solution:
Apply the constraint.
