[TYPO3-core] RFC: #10144: enable JS-Libs in BE

Hi,

seems that you leave me alone with this patch.

I had to fix one last issue that the libs need to have backpath 
integrated for proper integration.

This latest version now does the Job without an error, prevent any error 
or double inclusion and makes usage of libs very easy.

Now it's on you.
