[TYPO3-core] RFC: #10515: extend Filelist with icon block according to list view

Hi,

after the visual parts something was missing which i added in version 3 
of the patch

1) edit possibility has to be checked against 
$GLOBALS['TYPO3_CONF_VARS']['SYS']['textfile_ext']

2) added a hook for edit icons for manipulation/adding, so extensions 
like DAM are able to remove or replace the icons and their links. The 
hook uses an interface as this should be done for all new implemented hooks.
