[TYPO3-core] RFC: #10515: extend Filelist with icon block according to list view

Hi,

This is SVN patch request.

The filelist only shows clipboard-control icons, edit,rename and info 
are only available with context menu.

For usability reasons i changed the file list according to the list view 
module

* option "extended view" for showing icon block
* add edit-controls (edit, rename and info) to icon block
* add level-up icon to header of table for faster access
* moved icon block to second position like it is in list view module
